Just curious, why the grey/white/black step? Do you make them in shapes or do you paint it behind the line work?

It's actually to establish values first before filling in the colour palatte. Values are as, if not more important than colours. Also, it's easier to do it this way because the artist doesn't need to choose the specific shade of colour to use to maintain a consistency across the painting. They can just add a colour layer later on, which is much faster.
Watch a few speedpaints; You'll see that most artists utilise this step. The colouring step usually takes much less time to do than value planning.
